Oranjemund launches five-year plan

Oranjemund mayor Elias Kasemba said the town's five-year strategic development plan will help transform Oranjemund into a 'smart village,' especially through the implementation of a new performance management system.

Oranjemund will focus on infrastructure development, economic diversification, welfare services, environmental management, financial management, tourism and local development until 2029, as well as promoting the Oranjemund brand.

At the launch of the plan last week, urban and rural development minister Erastus Uutoni said Grootfontein, Otjiwarongo and Okahandja have all submitted similar plans to the ministry since last October.

Strategic objectives

The plan outlines the town council's intention to develop expansions 4, 5, 10, 7 and 14 over the next five years, with up to a thousand more plots to be made available by 2026.

Oranjemund's social housing scheme will be expanded to provide an additional 200 affordable houses to low-income residents by 2027.

The plan also calls for the implementation of improved environmental management, specifically focusing on waste-water reticulation, which is expected to improve from 40% to 100%.

Oranjemund plans to establish a new landfill site next year and to implement biodiversity and conservation management by 2026. The municipality aims to attract another higher education or vocational training institution to the town by 2028, as well as another school by then. They also aim to establish a small business incubator by 2028.

Performance priorities

To improve financial management and performance of the municipality, monthly budget monitoring will be conducted and a new financial management system will be implemented.

Debt collectors will be appointed, and the use of prepaid meters will be encouraged.

Oranjemund plans partnerships with sports industry enterprises, enhancement of facilities on the beach, and promotion of the Bom Jesus shipwreck project to enhance tourism. Increased surveillance across the town is envisaged, while a municipal police force will be established to support more neighbourhood watch units. The Oranjemund brand will benefit from annual investors' conferences, while partnerships with Fly Namibia and the establishment of a community champion strategy are also being considered.
