Shaningwa is compromised – Swapo Rundu trio

President Hage Geingob has been urged to intervene in the unfolding Swapo mess in the Rundu town council before the matter heads to court.

The three Rundu councillors who were recently recalled by the party's district executive leadership also claim that Swapo secretary-general Sophia Shaningwa is compromised when it comes to adjudicating in the matter.

Isak Kandingu, Anastacia Antonio and Toini Hausiku expressed these sentiments in an open letter dated 8 February to the Swapo Party top four in which they threatened that if the situation unfolding at the Rundu town council was not dealt with, it would force them to drag the party to court.

This is not the first time the three have threatened Swapo with court action. They did so last year February when Shaningwa had recalled them for defying her directive, a decision that was later nullified by the Swapo Politburo.

The three argue that Shaningwa is vengeful and biased.

“This open letter is to call on your esteemed leadership to make an urgent priority over the issue of the Swapo Party Rundu Urban District. Urgent action is needed before this matter heeds to court,” the letter reads.

“Comrade Sophia Shaningwa in her capacity as the secretary-general is not a proper and fit person to deal with the issue of the Rundu town council due to the conflict of interest. In 2019 her decision to recall us was nullified and she is labouring under revenge and bias towards her own unconstitutional creation 'Rundu Urban District Executive Committee'.

“Comrade Sophia Shaningwa in her capacity as secretary-general acts unconstitutionally as she overruled the REC resolution of August 2019 which had resolved that the Rundu Urban District Executive Committee is an unconstitutional body.”

The letter also highlights a number of issues pertaining to the procedures which should be followed when a councillor is recalled.





The letter was written on Saturday, the same day Shaningwa had written to the Swapo Kavango East regional leadership that she intends to visit Rundu to intervene in the matter.

Shaningwa's letter was written a day after the Swapo Kavango East regional coordinator, Otillie Shinduvi, had written a letter to Rundu town council acting CEO, Fransiska Thikerete, informing her that the election and swearing-in ceremony of political office-bearers should take place yesterday and that the letters of withdrawal of the three councillors should not be considered.

Based on the fact that the three had written the letter to the party's top four leaders, Shaningwa's meeting did not yield the results she had expected as the Swapo Kavango East regional executive committee and the three were not present at the meeting.

Despite the two parties not showing up, Shaningwa went ahead with her meeting which was attended by urban and rural development minister Peya Mushelenga, deputy minister of works and transport James Sankwasa, who attended in his capacity as chairperson of the Swapo leaders assigned to Kavango East Region, the Rundu Urban District executive committee members and Rundu Urban Constituency councillor Victoria Kauma.

Shaningwa refused to talk to the media after the meeting.

None of those who attended the meeting were willing to say what the meeting was about.
