NYS fails to pay guards, union on time
The NYS pays guards a lowly rate of N$7 per hour, which is below the agreed upon rate, spokesperson Selma Shangeta has claimed.

The National Youth Service (NYS) has failed to pay security guards their salaries for November, December and January on time, Namibian Sun has been informed.
This resulted in almost 50 guards refusing to report for duty last Friday unless the NYS made good on its obligations to the almost 500 guards deployed to offices of certain ministries and state entities.
The NYS had also not honoured payments to the labour union representing the guards, leaving them with no option but to take action without a representative, group spokesperson, Selma Shangeta, said.
The guards are represented by the Namibia Independent Security Union.
Shangeta accused the NYS management of not engaging the guards appropriately about the payment delay.
Not fair
“Management has not engaged us. Why do they want guards if they don’t have money?” she asked.
According to her, many of the guards had been experiencing problems because of the delay and could not attend to their obligations.
“A lot of us are students here. We want to finish our studies and move on so that other youth can also come. Is how we are being treated fair?”
Shangeta also claimed that the NYS paid a lowly rate of N$7 per hour which she said was below the agreed upon rate for security guards.
“We are still below the minimum wage. It has not been increased since 2016,” she said.
Issues with clients
Reacting to the claims made by the guards, NYS commissioner Felix Musukubili admitted that they had experienced a delay in getting their salaries paid on time and attributed this to the clients it serves.
According to him, there were efforts to get more clients to improve the NYS’ cashflow and to assist with payments due to guards.
Musukubili also promised that the guards would receive their salaries by noon last Friday, saying it was looking to resolve the matter with its line ministry.
