Prime Minister Saara Kuugongelwa-Amadhila said infighting and disunity amongst political leaders undermines progress, and should be avoided at all cost.

She made the remarks when she officially opened the eighth congress of the Association of Regional Councils at Outapi in the Omusati Region last week.

The one-week congress was held under the theme ‘embracing change and transformation’.

Our success as a country depends on unity, purpose, action, razor-sharp vision and persistence, she said.

“Let us, therefore, put our differences aside and hold hands so that we deliver the desired results to our people. We owe it to them and it is within our ability. We only need to be committed,” Kuugongelwa-Amadhila stressed.

She further pointed out that effective public sector governance is critical for the improved performance of public institutions, sustainable socio-economic development and poverty eradication.

Promoting performance

Kuugongelwa-Amadhila said the Harambee Prosperity Plan is geared towards entrenching governance measures that aim to improve and strengthen mechanisms for government performance and service delivery and thereby improve the living standard of all Namibian people.

She noted that in promoting a performance culture in the public service, a performance management system was introduced with the purpose of measuring the performance of public servants in order to improve service delivery.

"All public institutions are required to ensure that this system is not only fully rolled out, but that the system is fully operationalised to ensure that it results in improved performance for public institutions and public service delivery," she said.

The prime minister added that performance monitoring and evaluation need to be regularly carried out to ensure that performance targets are met and that impact is optimised.

Play for the same team

Urban and rural development permanent secretary Nghidinua Daniel shared Kuugongelwa-Amadhila’s sentiments.

He told his audience they need to be aware that they play for the same team and their success depends on coordination and unity.

He warned that the performance – or lack thereof - of local authorities reflects on government and is used by the public to judge service delivery.

Daniel urged local authority leaders to use their professional skills and knowledge to do everything in their power to ensure they meet the expectations of the people in the provision of affordable urban land and housing and related services, and ensure sustainable urban development.
