Kapuuo rejects suspension
Chief Vipura Kapuuo has in the strongest terms rejected the newly constituted Chiefs Council of the Ovaherero Traditional Authority (OTA) under the leadership of Professor Mutjinde Katjiua, which has summoned him for a disciplinary hearing.
The Chiefs Council suspended Kapuuo as chair during a Chiefs Council meeting held two weeks ago in Windhoek.
“That so-called Chiefs Council meeting that they held was illegal because it was not called and chaired by me, the chairperson of the Chiefs Council,” he said.
Kapuuo’s advisor, Dr. Uazuva Kaumbi, echoed these sentiments and said the ‘so-called’ Chiefs Council’s ‘purported’ meeting is null and void and should not be taken seriously.
“Besides, we have not received any charges, we have only heard of this so-called meeting by a Chiefs Council which we don’t recognise. For us it is null and void. If ever there should be a due process then they should have compiled charges and informed the chief of the charges he faces,” said Kaumbi.
Kapuuo has been very clear that in terms of Ovaherero customary law, tradition and protocol, the chairperson of the Chiefs’ Council becomes the acting paramount chief of the Ovaherero traditional community upon the death or incapacitation of a paramount chief.
During a Chiefs Council led by Kapuuo early last month at Okandjira, it was resolved that the succession matter of the OTA must be suspended until after the unveiling of the late paramount chief Vekkui Rukoro’s tombstone.
